If we get a 404, or the content in the HTTP response does not match, it is likely user error and means the Vcs-Git fields are not accurate. Otherwise, it is probably an unexpected Launchpad error. Be more clear about these different failure modes.
According to distro-info, the devel release is "supported". And, the existing code forgot about ESM. Hence, fix the definition of stable by (a) including ESM, and (b) excluding devel.
